NAGORNO-KARABAKH GDP MAKES AMD 61,885.9MLN

STEPANAKERT, February 28. /ARKA/. According to the preliminary
statistics, the GDP of the Nagorno-Karabakh Republic made AMD
61,885.9mln in 2006 against AMD 51,379.4mln in 2005.

The NKR Statistical Service reported that the real rise of the GDP
made 110.1%, the GDP index-deflator -109.4%.

In 2006, the NKR factual prices of industrial production made AMD
24,203.6mln, a 16.3% rise as compared to 2005.

The average payroll number of the industrial factory personnel made
4,869 staff members, a 5.7% rise as compared to 2005. The production
realized by one employee of industrial organizations made AMD
4,971.0ths, a 10.0% (AMD 453.8) rise as compared to 2005.

In 2006, the capital construction realized in the country totaled
AMD 17,602.0mln, a 39.7% rise as compared to 2005. Building and
assembly jobs realized in the volume of capital construction made
AMD 15,218.9mln or 86.5%.

In 2006, 47.4% (AMD 8,342.2mln) of the capital construction accounted
for the NKR state budget. ($1 -AMD 353.61).

WAC WANTS TO HELP ARMENIA TO CLEARLY FORMULATE STANCE ON KARABAKH

/PanARMENIAN.Net/ World Armenian Congress (WAC) is going to hold a
conference on the Nagorno Karabakh problem in autumn, WAC President
Ara Abramian stated today. He said that participation of experts,
political leaders, representatives of different Armenian parties
is desirable in this conference. "Our goal is to clearly formulate
positions on this issue and to better understand the context in which
the talks are being held today. We hope very much, it will help both
Armenia and the Nagorno Karabakh to more clearly formulate our own
stances in the negotiation process with the OSCE Minsk Group Co-Chairs
on the Nagorno Karabakh conflict settlement," Ara Abramian stressed,
"Azg" daily reports.

The main problem with todays official stance about the question of Karabakh is that we don't rase the Nakhichevan, Ganzdak, Getashen, Gardman issues.

Why we should speak about concessions if the Azeris helds illegetemly those armenian teritories !

Archaeological searches in Aghdam region give just another proof that this region was historically armenian region, and the eastern Tigranakert situated there

I agree, not a single inch of liberated lands should be handed over to the Azeri's. If there are Armenian that believe in the peacefull settlement of the Artsakh conflict it will be only because of their ignorance. The Turks will never lay down their pan-turkist ideology so even if we will have peace for one, two or three decades, when they feel that they can get Artsakh back they will attack us. That's why we have to get in peace what we will need in war, never give up an inch of land no matter how hard the external pressure is, invest more in the Armenian army and develop the Armenian economy further so it can stand more on its own. We will need to build up an industry and one thing that we can earn a lot of money with and which will be to our benefit strategically is the development of high-tech weapons.

There is so much that needs to be done....we all should do what we can no matter how small it is if we all contribute to the development of Armenia I'm sure that everything will be alright.

`The liberated territories are compensation for 600 thousand people
displaced from Azerbaijan, who left their property in Baku, Sumgait,
Shahumyan, Gandzak,' said the head of the Department for Migration,
Refugees and Resettlement Serge Amirkhanyan.

He thinks people who were displaced from Azerbaijan do have the right
to live in the land of their ancestors and revive this land. `Our goal
is to help these people come to live in this land which belongs to
them,' said Mr. Amirkhanyan.

In 2007 the Department for Migration, Refugees and Resettlement is
likely to resettle 210 families in NKR. In 2006 241 families migrated
to Karabakh.

Serge Amirkhanyan, the head of the department says this year 11 houses
will be built for settlers in Askeran, 3 in Shushi, 5 in Martuni, 33
in Martakert, 37 in Shahumyan, 4 in Hadrut. 12 houses will be built
for refugees in Stepanakert, 1 in Askeran, 2 in Martuni, 5 in Hadrut.
In 2007 5 houses will be built for specialists.

I know that in Artsakh all children receive military education at schools but is it the same in Armenia?

Davit Babayan, political scientist, thinks the idea of a provisional
status occurred during the conference of Dartmouth. However, the idea
of a provisional status looked different there. There this status is
granted to NKR to join the talks and does not imply withdrawal of
force or other strategic moves. ` The Minsk Group co-chairs decided to
modify this idea, and the result is something different. If NKR
withdrew the force from the liberated territories, the de facto
situation would change. It would change in favor of Azerbaijan. And
no international force could guarantee the security of Karabakh.

Karabakh is an established state, its primary and central goal is to
sustain its independence, security and development. However, only the
status cannot be a guarantee, on the contrary, these territories are
crucial to sustaining these principles,' Davit Babayan says.

KARABAKH LEADER SAYS NO PEACE DEAL POSSIBLE WITHOUT ITS FULL INVOLVEMENT IN TALKS

Nagorno-Karabakh leader Arkady Ghukasian welcomed today Peter Semneby, the EU's special representative for the
South Caucasus, in Nagorno-Karabakh's representation in Yerevan for talks over ways to settle the Nagorno-Karabakh conflict.
A news release issued by the representation, said Ghukasian has once again reaffirmed Nagorno-Karabakh's stance
on the conflict resolution basics, saying without Nagorno-Karabakh representatives' full participation in the efforts
to end the conflict it would be impossible to reach a final and lasting solution. Semneby said the EU is willing to
add to international efforts to help the parties to agree
on a compromised peace deal. He said the EU is ready to help all sides to overcome the conflict's aftereffects after they reach a peaceful accord.
Ghukasian also met today in Yerevan with Andrzei Kasprzyk, a special envoy of the OSCE Chairman-in-Office for monitoring the ceasefire
in Nagorno-Karabakh and Armenian-Azerbaijani border.

ARMENIAN PUBLICIST REACTS TO TURKISH PRIME MINISTER'S REMARKS
YEREVAN, MARCH 20, ARMENPRESS:

A prominent Armenian writer and publicist Bakur Karapetian, who is also chairman of Shushi charity organization, addressed today an
open letter to Turkish prime minister Recep Erdogan, which he said was prompted by a remark Erdogan made recently in Baku during
a conference on Azerbaijani and Turkish diasporas saying that 'Nagorno-Karabakh is our bloody gash."
"Nagorno-Karabakh, which you call 'a gash' had to take arms to save itself from being subjected to genocide,' Karapetian says in his letter.
He says Armenians of Nagorno-Karabakh rose to fight for their freedom from Baku not only because of the former Soviet Union's
wrong national policy, but also because of the policy of its former leader Heydar Aliyev, whose ultimate goal was to drive all Armenians of Nagorno-Karabakh
out of their homeland.
Bakur Karapetian says Azeri leaders have misled also their own people. "You call Azeris a Turkic people, but they in fact are part
of an Iranian people, who mixed with invading Turkic tribes from Central Asia and adopted their language. Azeris will have to get rid
of this wrong perception of their origin' he says.
Karapetian's letter has also references to another historical Armenian land of Nakhichevan, now an Azeri exclave
whose Armenian population was driven out by Heydar Aliyev. "It proceeded without blood, but it is what is called white genocide.," he says.
He then says he is surprised at Turkish authorities' persistent desire to hid Turkey's true history from their own people .
Karapetian doubts Turkish and Azeri authorities' strive to usurp the history and culture of peoples who originated and lived for millennia in Asia Minor.

Yerevan, 31 March: The defence army of the Nagornyy Karabakh republic
[NKR] is always ready to retaliate any assault against its air
borders, the press secretary of the NKR ministry of defence, Lt-Col
Senor Asratyan, has told an an Arminfo correspondent commenting on
reports of the Azerbaijani media on flights of Azerbaijani MiG-29 jets.

along the contact line between the armed forces of Azerbaijan and
Nagornyy Karabakh.

According to Senor Asratyan, Azerbaijani planes have periodically
been carrying out such flights. "So far there

has been no case of violation of the NKR air borders. However,
if this occurs, we are always ready to thwart such attempts and
retaliate any assault against our air borders," Senor Asratyan said.

Karabakh authorities provide privileges to resettlers

Yerevan, 29 March: Under the 15 April 2003 decision passed by the NKR
[Nagornyy Karabakh republic] on providing privileges to families
resettled in the NKR, a number of privileges have been outlined.

In particular, a resettling family will be given a home or a flat, and
will receive a one-off monetary allowance - the head of the family
will get an amount equal to 20 minimum wages, others will get amounts
equal to five minimum wages. In addition, resettling families are
entitled to compensation for their expenses on moving family members
and property: 5,000 drams [about 14 dollars] for each member of
family, and 15,000 drams [about 42 dollars] to haul the property. To
satisfy their social needs, resettlers will be given long-term (10
years) loans with a 0.5-per-cent APR. Resettlers will not pay utility
bills (home maintenance payment, payments for water and sewerage) for
a period of five years. Conscripts will have their military service
delayed for two years. A number of other privileges also exist.

NKR Prime Minister Anushavan Danielyan said that appropriate
conditions are created for resettlers and "this strategic goal is of
special significance in government programmes."

In 2006, 241 families (872 people, including 395 children) moved to
the NKR for permanent residence.

/PanARMENIAN.Net/ Azeri media reports that the OSCE Minsk Group Co-chairs, Amb. Yuri Merzlyakov of Russia and Amb. Bernard Fassier of France made sensational statements during a news conference in Baku.

APA news agency quotes Amb. Merzlyakov saying “we recognize Nagorno Karabakh as a part of Azerbaijan.”

Amb. Fassier allegedly said, “We should decide what to do first of all. I think 7 regions should be released first, then the issues immediately referring to Karabakh should be discussed. Each state should observe territorial integrity of the other. The principle of self-determination should also be observed. The problem is to unite and consider these principles fairly. If there is a possibility for your country [Azerbaijan] to return these regions, it should be the first step.”

However, when in Yerevan, the mediators did not make statements of the kind. “If the fundamental principles are approved by the Presidents in Saint Petersburg we will work for a final agreement in the conflict settlement,” Yuri Merzlyakov said. As usual, the details were not announced.

For his part, Bernard Fassier said that participation of Nagorno Karabakh’s representative in the talks is a necessity. “War cannot be a solution to the Nagorno Karabakh problem. It’s an axiom,” he added.

There remains nothing but guess at honesty of the Azeri media.

Meanwhile, Yuri Merzlyakov refrained from responding to Azeri reporters’ questions upon arrival in Baku.

The worst thing about such declarations that our FA make a tradition to not react to such nonsenses. Here in Armenia they are great suspicions that the government had already agree to give our lands. Because some analysts and politicians are saying that West said that he will recognise this parliament only if the new armenian government signes some agreemant
