Armenian MP: American radars will most possibly be deployed in Nakhichevan instead of Georgia

The question of deploying a US radar station in Caucasus is to a certain amount a staged surprise played by American politicians, Member of the Armenian Parliament, Member of the Republican Party Armen Ashotyan told a REGNUM correspondent.

Speaking of true aims of deploying a radio location system in South Caucasus, Ashotyan divided them into three scenarios. Depending on what the radio location system will be directed at, the question is to be treated from the points of view of Russia, Iran and Armenia, the MP believes. Russian officials, he continued, have already announced that a radio location system will not put Russia’s security under threat; so, the Russian leadership determined its position and, probably, developed certain steps to counteract. “As for Iran, probably, a radio location system is a kind of counteraction to possible missile launches from Iran. But such scenario, as well, to all appearances, can be subjected to criticism, as it is clear that at present stage Iran has no missiles with the range of 10,000 km necessary for possible bombardment of the United States. Maximal range of missiles, by which the Iranian Armed Forces are equipped, is 1,500–2,000 km, and it is clear that such talk is only concealing USA’s true aims,” he said.

Ashotyan said that the true aim of deploying the RLS is a wider coverage and control over Black Sea and Caspian Sea area, with access to India and Middle East. “It is clear that from geographic point of view, the Caucasian Range will prevent the RLS from working towards Russia. The most effective deployment of the system would be in lower parts of Caucasus, despite the fact that Georgia is mostly mentioned in the media.” “However, I think that Georgia will be far from goals and aims posed to the radio location system: control over the Black Sea and Caspian area with access to the Middle East and the Indian Ocean,” Ashotyan said adding that, most probably, lower part of Azerbaijan, the Nakhichevan Autonomous Republic, suits this target most.

Meanwhile, Ashotyan believes that information of US readiness to deploy its radio location system in South Caucasus is “an information action” aimed at examining reaction of local elites from neighboring countries as well as countries in South Caucasus. “Till true aims are concealed, it is hard to discuss on characteristics of the station. As soon as the radio location system is built and directed, it will be clear against whom it is targeted. From the technical point of view, it is question of three-four years. And when the station is ready, one will have more grounds to say how it will affect Armenia’s national security and for changing the balance of powers in the regions,” Ashotyan stressed.

The following article saw light soon after the Beslan tragedy. Regardless of one's ideological and/or political sentiments, this article, which places the Republic of Armenia within its analytical epicenter, is quite interesting.

The Struggle for Caucasia

WE CONDEMN IN THE STRONGEST POSSIBLE TERMS the horrible acts perpetuated against the children of Beslan by the Chechen terrorists, who have been shamelessly supported by Turkey, the United States, Saudi Arabia, and the Western press, especially Le Soir [here in Brussels]. The blood of Beslan's children, their teachers, their parents, the soldiers and paramedics who tried to rescue them -- their blood has been spilt and Western journalists, like those of Le Soir, must bear responsibility for it because they have provided the terrorists the media support, without which they would never have committed their abominable deed. These [hired pens, who incessantly attack Russia for resisting the Islamic insurgence in Chechnya,] have at last revealed their true colors, for all their fine words and moralistic posturing [on behalf of the Chechens] turns out to be nothing but a smoke screen for sadistic assassins.

With no less force, we denounce the cowardice of the present Georgian government, which continues to repress the Ossetians [within its borders] and which is allowing the United States to build a military base in the South Caucasus -- a base which will contribute to Russia's encirclement and lend support to Turkish territorial claims in the region. Ankara, though, has no historical right to these Caucasian lands, which formerly belonged to the [White Christian] peoples of Armenia and Byzantium, just as they have no right to the Balkans, the northern shore of the Black Sea, or the Hellenic Aegean, which they also covet.

The unspeakable crimes committed by the Chechen vermin in Beslan, we believe, was part of a Turko-American plan [to secure control of the Caucases] by striking at one of Russia's most loyal supporters, the indomitable Ossetians, descendents of the ancient Scythians. The installation of American troops and Turkish military personnel in Georgia is obviously linked to the terrorist activities in Ossetia, in Ingushetia, and in Chechnya. [Virtually unreported by the Western press, the terrorists at Beslan were outfitted in Western military gear]. Like the British before them, the Americans hope to push the Russians out of Caucasia [so as to tighten their anaconda grip on Russia's southern flank].

Synergies Européenes declares its solidarity with the Indo-European peoples of Caucasia, specifically the Ossetians and Armenians. We do so in the hope that Russia's presence in the region will be strengthened, that the ominous American installation in Georgia will be contained, and that a bloc against a Turkish or Iraqi Kurdistan will be formed, so that access to Mesopotamia, whose economic and geopolitical significance is of the utmost importance, will not be lost. For since the American occupation, France, Germany, Russia, and Belgium have been excluded from Iraq. We cannot afford to lose access to this strategically crucial region.

It does not seem coincidental that the terrible tragedy in Beslan took place immediately following joint Russian-Armenian military maneuvers in the Armavir region along the Turkish border. These maneuvers were observed by the Greek military command, which ought to be congratulated, for, although a member of NATO, Greece has not hesitated to demonstrate its solidarity with the embattled Armenians.

The Armenian Defense Minister Serge Sarkisian has also announced that these maneuvers will be even more extensive next year. Armenia's army is presently expanding, having had its budget recently augmented by 10 per cent. Its active forces now number about 60,000, with a reserve of 320,00 (out of a population of 3.2 million!) and a "reserve of the reserve" of 350,000 -- for Armenia [which is one of the oldest Indo-European nations] is prepared to mobilize every able-bodied man between the ages of 15 and 59 [if ever its genocidal Islamic neighbors, who have a long history of murdering White Christian peoples, should threaten it].

In addition to these forces there are 20,000 soldiers defending Nagorno-Karabagh [an Armenian enclave in what was formerly Azerbaijani territory], along with 60,000 reservists prepared to take up arms if the Azeris, allies of the Americans and Turks, should attempt to retake these Armenian land. Fortunately, the Armenian Army is [one of the most competent and powerful in the region], equipped with the most advanced missiles and planes.

Russia also maintains 30 Mig-29 fighters in Karabagh and several batteries of S-300 missiles, capable of reaching Ankara or Baghdad. The Armenians also stand out as being one of the few White peoples to have maintained their ancient warrior heritage. Long ago, our Crusaders came to appreciate their military prowess, as they joined them in repulsing the Seljuk Turks from the "Holy Lands."

[Having always been surrounded by powerful and murderous enemies], the fiercely-nationalist Armenians have had to learn to fight the superior forces arrayed against them. Encircled by Turkic and Muslim peoples [who now occupy lands formerly belonging to the White Christian peoples of Byzantium], the Armenians are not likely to retreat before these forces, willing, as they are, to transform their mountainous land into an eagle's nest, if need be. In fact, it was just this determination, combined with the close solidarity between Armenians, Russians, and Ossetians, that forced their Islamic-Turko-Chechen enemies to carry out a murderous attack on their children, [as if by breaking the hearts of these Caucasian peoples that they would be able to conquer them]....

Armenian paper contrasts regional security policies of USA, Russia

Opening the border between Turkey and Armenia is the only way to move
forward on Armenia's integration into NATO's security structure, a
major Armenian newspaper has reported. It criticized Washington which
it said tried to put pressure on Armenia in order to make Yerevan and
Azerbaijan cooperate more closely with NATO. The paper said that in
contrast to the US policy Russia takes "concrete steps to beef up
Armenia's security". The following is the text of the article
entitled: "Evident Trampling" by Vardan Grigoryan published in
Armenian newspaper Hayots Ashkharh on 17 March; subheadings have been
inserted editorially:

The political pressure on Armenia by some Western countries and
organizations causes increasing anxiety among our people. The latest
example [of pressure] was the 2006 report by the US Department of
State on human rights in Armenia. For unknown reasons Azerbaijan's
official point of view on the Nagornyy Karabakh issue was also
included in the report.

Generally speaking, the United States, which has a representative in
the OSCE Minsk Group, is pursuing quite a balanced policy on the
Karabakh issue. This country does not consider Karabakh an "occupied
territory". Moreover, it provides Karabakh with financial
aid. Therefore, it is obvious that the unusual statement in the US
State Department's report is an attempt to exert political pressure on
our country. It is aimed at warning Armenia and dictating certain
terms.

USA uses Armenia's Achilles heel

What is the political target of the United States? It would be naive
to think that by calling the Nagornyy Karabakh republic an "occupied
territory". the USA is trying to force Armenia to become more
constructive, or make more concessions, on the settlement of the
Karabakh conflict.

The Americans realize perfectly well that Armenia has done and
continues to do its best in connection with the issue, and that there
is no way to concede on the issue of the Karabakh people's fate.

Thus, the US Department of State considers the Karabakh issue to be
the "Achilles heel" of Armenia. By hurting it, attempts are being made
to get concessions on a more important issue - joining Armenia and the
entire South Caucasus region to the Euro-Atlantic space. In this
sense, the USA has dramatically stepped up its political efforts. It
is trying to push all countries of our region into NATO's security
system.

It is exactly on this issue that the USA is obviously putting pressure
on both Armenian and Azerbaijani fronts. Azerbaijan fears Russia and
Iran, which dislike NATO's expansion. In the meantime, the issue of
receiving assistance from NATO in the Nagornyy Karabakh conflict is
being mooted.

On the other hand, Armenia has another, although no less dangerous,
neighbour, Turkey, which is an old-time NATO member. As a result,
Azerbaijan cites "Armenia's aggression" as an excuse, Armenia talks
about the difficult relationship with Turkey, and in the end both want
to cooperate only with NATO.

Both NATO and the United States have one way of undoing the knot in
the region and it is linked with the closed border between Turkey and
Armenia. NATO certainly realizes this. It is not by chance that a
high-ranking official from this organization, George Katsirdakis, who
visited Armenia lately, said that the Armenian-Turkish border "has to
be" opened.

Russia delivers

However, words alone are not enough for serious changes in the
political preferences of the regional countries. Unlike the United
States and NATO, Russia has made concrete steps to beef up Armenia's
security, as Yerevan is a member of the CIS Collective Security Treaty
Organization [CSTO]. While NATO is busy with making theoretical
judgments, the real key to the region, Armenia, remains closed in the
box of the Russian-Turkish confrontation.

What have the United States or NATO done so far to break this box, if
they put demands to Armenia, which is surrounded by enemies? Feeling
that an allied country, Armenia, may come under foreign pressure, the
CSTO secretary general visits Armenia and gives more guarantees to our
country. Over the next few months, a sophisticated system will be
established between CSTO countries on military assistance in case of
foreign aggression.

This means that if there is a military aggression against Armenia, the
vast military power of the CSTO states will be used to thwart it. This
means that the whole world will view a threat to Armenia as a world
war threat.

No moral right

In the meantime, the US secretaries of state and defence have appealed
to the Congress, urging it not to adopt an Armenian genocide bill,
which the USA uses to pressurize Turkey into opening the
Turkish-Armenian border. It emerges that while Russia ensures
[Armenia's] security through the CSTO, the USA cannot even rein in its
NATO ally [Turkey]. What moral right do the Americans have to hope for
Armenia's integration when the doors are not even open for us?

Attempts to make Yerevan submissive in the Armenian-Turkish talks
through a change of government in our country are also useless. The
attempts to create a fifth column of the West in Armenia before the
Armenian parliamentary election have also failed. Even a famous expert
on "coloured revolutions", Professor (?Valerie Bans) of Cornell
University in the USA, admits that a coloured revolution is impossible
in Armenia.

What should the USA do now? Should it suspend the Millennium Challenge
programme and impose economic pressure? Does the father of the world
democracy really think that issues in a game of this scale can be
solved by several hundred millions of dollars?

Russian power exporter threatens to cut electricity supplies to Azerbaijan

Moscow, 30 March: The company Inter RAO UES [Unified Energy Systems of
Russia], the only operator for the import and export of electricity in
Russia, could cut off supplies to Azerbaijan from 1 April, which
threatens the country with a rise in prices on the domestic energy
market, RIA was told by a source in the company.

If it loses power transmissions from Russia, Azerbaijan, whose power
system is subject to peak surges, could come up against a serious
shortage of electricity.

The source said supplies to Azerbaijan are currently being made under
a contract signed in 2006: it is in force until the end of the current
year, but in the area of supplies only until 31 March. "From 1 April,
unless we receive acceptable proposals from Azerbaijan, supplies could
be halted," the source told the agency. [Passage omitted]
