Russia Vows To Boost Armenian Air Defense

YEREVAN (RFE/RL)--Russia is satisfied with Armenia's air defense capabilities but will continue to help strengthen and modernize them, the visiting chief of the Russian Air Force said on Thursday.

"On the one hand, Armenia's national system of air defense makes us happy," said General Vladimir Mikhaylov. "On the other, we will keep helping you, including with means and forces existing at the Russian military base No. 102 which is stationed here."

Mikhaylov did not elaborate on the promised assistance as he spoke to reporters in Yerevan after chairing a regular meeting of body coordinating the air defenses of the six ex-Soviet states aligned in the Russian-led Collective Security Treaty Organization (CSTO).

Defense Minister Serzh Sarkisian, who also attended the meeting, said Armenia welcomes Russian efforts to step up air-defense coordination and other forms of military cooperation within the CSTO framework. He argued that the Armenian army and the Russian military base have been jointly defending Armenia's airspace since April 1999.

The joint anti-aircraft protection was given the status of the CSTO's "integrated regional system of air defense" during the Yerevan meeting of senior military officials from Armenia, Russia, Belarus, Kazakhstan, Kyrgyzstan and Tajikistan. What that means in practical terms remained unclear, though.

"We are switching to a new system. It's better and more effective," Mikhaylov's deputy, Lieutenant General Aytech Bizhev, told RFE/RL. Bizhev declined to elaborate on his recent statement that Russia upgraded Armenia's air defense last year and trained Armenian specialists to operate its sophisticated S-300 missile systems as part of the assistance. He also would not say if that means Yerevan will be supplied with such systems, referring all inquiries to Armenian officials.

Major-General Ararat Ambarian, chief of the air defense department at the Armenian Defense Ministry, was equally reticent about the subject, saying only that the training process began in 2005. "Exploiting [those systems] is quite difficult," he said. "You must try hard to learn doing that."

Today in Stepanakert RA Defense Minister Serge Sargsyan awarded "Tigran
Mets" state order to the Defense Army of the Nagorno Karabakh Republic
"for exceptional service to Motherland," Mediamax agency reports.

Responding to journalists' questions, Sege Sargsyan noted that the army
should everything for the political leadership to be more confident
in negotiating on the settlement of the Karabakh conflict. He did
not agree to the opinion that the domestic political situation in
Armenia is so serious that it can jeopardize the security of borders
of Armenia and Nagorno Karabakh.

Today a youth march was held in Stepanakert on the occasion of the
19th anniversary of the national liberation movement of Karabakh, the
participants of which carried a huge flag of NKR through the streets.

On February 20 the Supreme Council of the Autonomous Region of Nagorno
Karabakh applied to the USSR Supreme Council with the request to
pass the Autonomous Region to Armenia, which marked the start of the
Karabakh movement.

Serge Sargsyan Visits Syunik

RA Defense Minister, President of the Republican Party Council Serge
Sargsyan is paying a two-day visit to Syunik Marz. He visited N
military unit deployed in Syunik district, where he granted state
awards to more than 10 servicemen on the occasion of the 15th
anniversary of formation of the Armenian Army, Armenpress reports.

The Minister next visited N military unit in Goris. According to RA
President Robert Kocharyan's decree, this military unit was a warded
with "Vardan Mamikonyan" order.

The same day in Goris Culture House Serge Sargsyan met with parents
of servicemen from Goris and Sisian regions, families of wounded and
killed soldiers.

In the evening Serge Sargsyan visited Kapan and met with activists
of the regional structure of the Republican Party of Armenia. Today
the Minister visited one of the military units deployed in Kapan,
after which he handed house certificates to 25 Officers. In the
Culture Center of Kapan the Minister met with parents of servicemen
from Meghri and Kapan regions, families of wounded and killed soldiers.

According to Serge Sargsyan, Duch meetings pursue two objectives:
to get familiar with the problems families of servicemen face and to
learn how the privileges of servicemen's families are realized.

ARMENIA'S MILITARY DOCTRINE TO BE READY BY LATE 2008, GENERAL SAYS

Yerevan, 29 May: An inter-agency commission tasked with working out a
draft of the republic's military doctrine, Maj-Gen Mikayel Melkonyan,
the head of the Defence Ministry's department for international
military cooperation and defence programmes, has said.

He made the remarks today [29 May] when speaking at a news conference
dedicated to international Peacekeepers' Day, marked on 29 May,
at the NATO Information Centre in Yerevan.

Melkonyan said that according to the Individual Partnership Actions
Plan (IPAP) between Armenia and NATO, the doctrine should be adopted
by the end of 2008.

"However, we are ahead of the schedule in several IPAP components,
and I think that the military doctrine will be adopted in late 2007,"
he said.

He said that Armenia's National Security Strategy too was adopted ahead
of the schedule: under the IPAP, this document was to be adopted only
in the end of this year.

Melkonyan said that the IPAP is being implemented "very
successfully". He said that the success is due to the fact that "this
is exactly the programme needed for reforming and modernizing our army,
there is nothing artificial or imposed in it".

He said that the issue of establishing the institute of ombudsman in
the Armenian Armed Forces is almost settled.

"We have decided to choose the best option and establish a post of
deputy Armenian ombudsman for the armed forces. The government has
already allotted necessary funding, and very soon a person will be
appointed to that position," he said.

Major General Mikael Melkonyan, director of the department of
international military cooperation and defense programs of the Defense
Ministry of Armenia, reports that a peacekeeping brigade will be
formed in the national armed forces by 2011. According to Melkonyan,
the brigade will be formed on the basis of the Armenian peacekeeping
battalion. Melkonyan says: "In the framework of the plan of actions of
individual partnership NATO-Armenia, we plan to organize a peacekeeping
brigade by 2015, but we think that it is expedient to accomplish the
project earlier than the deadline; moreover, we have all the necessary
grounds for this, such as the relevant base and human resources."

The brigade will differ from the battalion qualitatively and
functionally. The personnel will be 300-400% larger. The brigade
will include a mobile hospital, a combat engineers squad, as well
as a rapid response unit. The brigade will be an elite unit of the
national armed forces and experienced professionals will serve there.

Melkonyan stresses: "We set a task of creating the brigade in three
to four years. If the goal is achieved, the armed forces of Armenia
will be reinforced with a mobile and combat ready formation that will
also become the face of our army in the international arena, will
increase the confidence of partners and will sober up our enemies."

Yerevan, 5 June: Armenian Prime Minister Serzh Sargsyan, accompanied by
Defence Minister Mikayel Harutyunyan, paid a visit to an anti-aircraft
defence base in Chobankar today [5 June].

The Armenian government's press service reported that Sargsyan said
that in order to have an up-to-date and strong an anti-aircraft
defence system, it should be modernized and re-equipped periodically,
as well as it is necessary to ensure its compatibility with the united
anti-aircraft defence system of the CIS and the Collective Security
Treaty Organization member countries.

Sargsyan said that the reforms in the Armenian armed forces continue
and their results will be apparent in the coming years.

However, not all possibilities of peaceful solution are expired yet. We think the peace method is the best variant to liberate occupied territories,” Spokesman for the Ministry of Defense of Azerbaijan Eldar Sabiroglu stated, commenting on statements made by local public figures that it is necessary to forcefully settle the Nagorno Karabakh conflict.

The Spokesman for the Azeri Defense Ministry called groundless some analytical reports in foreign press, according to which the army of Azerbaijan is weak and is not ready to fulfill successful military operations. “Those statements carry political hidden motives and do not reflect the reality. Our army is equipped with modern armaments, it has a high level of military discipline and moral spirit of servicemen,” he underlined, “Novosti-Armenia” reports.

During debates held in the Johns Hopkins University, Washington, senior associate at the American Foreign Policy Council Wayne Merry described Azerbaijan’s constant threats to start blitzkrieg as unreal. “Nagorno Karabakh is a natural stronghold, which was consolidated by the Armenian army. Even the U.S. army will face hardships in case of attacking it,” the expert said. “The Armenian Armed Forces excel their rival several times. It’s not a secret that Armenia has an army while Azerbaijan has ‘armed forces’ only,” Merry said. In his opinion, in case of resumption of war Azerbaijan will hope for human resources while Armenia will rely on armament and efficiency. Armenians will defend Karabakh while Azerbaijan will have to conquer it, what is unreal, he added. Taking into account these factors Merry considers that Azerbaijan will never succeed in settling the Nagorno Karabakh conflict by force. According to him, Baku’s military rhetoric constitutes a threat of war.

Night Watch: DARDANELLES - An undeclared war, conducted for more than
a century, between Turkey and Armenia is still continuing.
ANK-Turkish Daily News have reported Ankara has refused permission
for an Albanian cargo ship to pass through the Turkish Straits of the
Dardanelles and Bosporous into the Black Sea with its final
destination being Armenia. The ship was loaded with weapons for the
Armenian military and was forced to turn back. Most likely the
weapons will have to shipped to Armenia through Russia, which earlier
this year established a strategic - military alliance with Armenia as
Moscow's and the West's effort to retain access to the energy
resources of the Black Sea-Caucasus-Caspian region.

Ankara has combined its regional policy with Tehran and the Georgian
government in Tbilisi in their attempt to control the region and that
is why this theatre is the decisive one in World War III. This is the
only area Iran can be confronted so directly. Even though every NATO

refused to assist Moscow in any way during the first wars in the
North Caucasus from 1994-96 in Chechnya, and in the second series of
wars that began again in 1999 when Daghestan was invaded. NATO's

and ballistic missiles. Brussels, headquarters of both NATO and the
European Union, instead kept insisting and still insists on wars with

Elmar Mammadyarov sends letter to his Albanian, Pakistani
counterparts and OIC secretary general on arms sales to Armenia

azerbaijan's Foreign Minister sent a letter to Albanian Foreign
Minister Lulzim Basha, secretary general of Organization of Islamic
Conference (OIC) Ekmeleddin Ihsanoglu and the head of the
organization's Foreign Ministers' Council, Pakistan's Foreign
Minister Khurshid Kasuri on illegal arms sales to Armenia, spokesman
for Foreign Ministry Khazar Ibrahim told APA.

The letter says that such relations between Albania and Armenia pose
serious concern. It does not only worry Azerbaijani society, but also
has negative influence on friendship relations between Azerbaijan and
Albania, members of UN, OSCE and OIC.
`As you know, over 800,000 Azerbaijanis became refugees as a result
of Armenian aggression and ethnic cleansing. According to OIC
resolutions, in order to prevent Armenia from continuing aggression
and enlarging the conflict, the organization member states should not
sell military supplies, weapons to Armenia, and should not allow
using their country a transit country. This fact contradicts norms
and principles of the international law. Baku is against war and
regards selling military supplies and weapons to Armenia as an act
against Azerbaijan,' the letter says.
Taking into account mutual relations between Azerbaijan and Albania,
especially high-level meeting of the two presidents last month in
Istanbul in the framework of BSECO summit, Elmar Mammadyarov called
on his Albanian counterpart to intervene in the case and ensure

note to Albania. Azeri FM Elmar Mammadyarov told Azeri TV channels that
it will be a note of protest against "illegal selling of armament to

of war."

"Armenia has never bought weapons from Albania and is not going to do

Quoting Industrywatch APA reported that Turkish authorities have

Albanian ship loaded with armament.

"One of our naval vessels loaded with containers full of weapons,
mainly heavy artillery and ammunition, was berthed at Durres port. The
ship had sailed from Durres to Istanbul," he underlined adding

situation when the ship had to return and the armament was unloaded
in Duress port. MEIKO Company director stated that Albania is not
interfering in the conflict between Armenia and Azerbaijan. The

Albanian Prime Minister Sali Berisha said that Turkish authorities
blocked a shipment of Albanian weapons and ammunition bound for
Armenia, reports the news agency Regnum.

"They forced an Albanian ship to sail back with its cargo. One of our
naval vessels, loaded with containers full of weapons, mainly heavy
artillery and ammunition, was berthed at Durres port. The ship had
sailed from Durres to Istanbul, loaded with 60 containers of heavy
artillery and shells, destined for Armenia," explained Berisha.

Turkey and Armenia do not have formal diplomatic relations.

The director of MEIKO, the company responsible for fulfilling the arms
order, said Albania has no interest in getting in between Turkey and
Armenia. The company is now looking for alternative shipping routes.

According to the company director, the Armenian Defense Ministry
placed a large weapons order with its Albanian counterpart, asking
for a variety of arms, including heavy artillery

Prime Minister of Albania, Sali Berish, that Turkey forced an Albanian

problematic relations of Turkey and Armenia resulted in a situation
when the ship had to return and unload the armament in Durres.

does not care about the Armenian-Azerbaijani conflict, "All procedures
of sale were in order and complied with the law. Now we are considering

air defense guns with calibers from 75 mm to 122 mm. However, the
operation was ruined by Turkish authorities.

Colonel Seiran Shakhsuvaryan, press secretary of the Defense Ministry
of Armenia, announced, "The Defense Ministry of Armenia did not
sign any deals for the armament purchase of Albania. We consider
the published information as another Turkish-Azerbaijani provocation
against Armenia."

Any private paramilitary organizations of Armenia could not turn to
Tirana for weapons either. Lieutenant Colonel Musheg Kroyan, deputy
director of the PR department of the police of Armenia, commented,
"All trading operations with combat weapons are conducted only through
the Defense Ministry. According to the law, private security companies
have a right to buy and use pump and pneumatic small arms that can
be bought in local stores and this is under control."

Artvin Bagramyan, official spokesperson for the national security
council of Armenia, commended laconically, "Gibberish!" A top-ranking
representative of this organization pointed at the absurd nature of
the publication, "Our strategic partner is Russia, who produces the
best armament in the world. The Armenian army is armed with Russian
weapons. Why do we need to order weapons in Muslim Albania and to
deliver it via Turkey-whose relations with our country we do not even
need to speak of--and not, say, deliver the weapons via the ports of
Russia or by a direct air flight?!"

simultaneously denied other rumors regarding the instruction received
from international organizations regarding significant excess of
armament in Armenia. Officials of the Foreign Ministry of Armenia
said, "To date, not a single delegation inspecting Armenia under
the CFE registered the volumes of armament exceeding international
agreements. This information that has nothing in common with reality."
It's a custom of the human condition for the masses to remain ignorant. It's what they do. In fact, that IS how "the peace" is kept. Whatever democracy we have here is a spectator's sport.

Armenian, do you think the sale of arms by albania to Armenia really happened or is another example of turkish/azeri bs?
